The Lower Trail is open to the public, free of charge, for hiking, jogging, bicycling, horseback riding, bird-watching, nature studies, cross-country skiing, photography, historical and heritage studies,and other non-motorized recreation.

The trail also provides access to the Frankstown Branch of the Juniata River for fishing, kayaking and canoeing.

The trail may be used by sports teams for physical training.

Please respect the trail and your fellow users.  Remember that this is a public trail, and your actions affect all trail users.  Be safe, courteous, and leave no trace.

RULES FOR HORSES RIDEN ON THE TRAIL

Isn't is a shame that a few ruin it for all?  It has happened again this year.  We cannot blame the horses, for they are only following their riders' commands.  It is the individuals riding the forses that are not following the rules.  Signs are posted stating:

1.  HORSES MUST BE KEPT OFF THE SURFACED TRAIL - KEEP ON THE GRASS.

2.  HORSES MUST BE KEPT UNDER CONTROL AT ALL TIMES.

If these rules cannot be obeyed, Rails To Trails of Central PA, Ind. will have no alternative but to BAN horseback riding on the trail.  This is something we do not wish to do but the ruts and divits from the forses hooves ruin the surface and create potential hazards which could cause cycling accidents.
